The DemoUkrainaDH Programme was established in 2011 by NEFCO and Sweden, through the Swedish International Cooperation Development Agency (Sida), in cooperation with the Ministry of Regional Development, Construction and Municipal Economy of Ukraine. DemoUkrainaDH is supported by Eastern Europe Energy Efficiency and Environment Partnership (E5P) Fund.

Financier: The Nordic Environment Finance Corporation (NEFCO) is an international financial institution (IFI) established in 1990 through an intergovernmental treaty between sovereign states, the Nordic countries Denmark, Finland, Iceland, Norway and Sweden. NEFCO’s objective is to generate positive environmental impact, of interest to the Nordic countries. NEFCO does this by facilitating investments related to green growth and climate mitigation and adaptation globally, with a particular focus on Eastern Europe, as well as the Baltic Sea, Arctic and Barents regions. Donor: Sida is a government agency working on behalf of the Swedish Parliament and Government, with the mission to reduce poverty in the world, contributing to implement Sweden’s Policy for Global Development. Sida carries out enhanced development cooperation with a total of 35 countries in Africa, Asia, Europe and Latin America. Donor: Eastern Europe Energy Efficiency and Environment Partnership (E5P) is a multi-donor fund initiated during the Swedish Presidency of the European Union in 2009, to encourage municipal investments in energy efficiency and environmental projects in the Eastern Partnership region. The E5P merges financial contributions from the European Union and a group of 21 nations, including countries that benefit from the fund. The contributions are used as grants to support municipal sector projects. The projects approved for implementation in Ukraine have proved that the E5P grants can leverage on average investment volumes that are five times the size of the committed grants.
